Objectives:

  1. Based on the complete IOCC engineering design and technical specifications, construct and equip a new Central Sanitary Block & Toilets facility that will be used by the students and teachers of the "St Archangel Michael" Orthodox Secondary School in Gulu.

  2. Based on precise instructions and a customized demolition plan developed by the IOCC Leading Engineer, carry out demolition/disinfection works of two existing toilets at Gulu School.

  3. Ensure that IOCC Leading Engineer will, on a daily basis, follow the construction process and contribute to building the project management capacity of Uganda Orthodox Church - UOC designated technical staff.

  4. In coordination with the UOC, design a working manual and, in coordination with Mothers Union from Gulu, carry out the school/local community training and education program, regarding hygiene and sanitary facilities maintenance and integrating WHO/GoE approved COVID19 prevention messaging and practices.


Objective 1

Based on the complete IOCC engineering design and technical specifications construct and equip a new Central Sanitary Block & Toilets facility that will be used by the students and teachers of the "St Archangel Michael" Orthodox Secondary School in Gulu.


With the considerable delay, resulting from the obstacles related to COVID19 preventive measures, the construction work commenced in late February 2021.


The construction site has been officially handed over to the contractor when the IOCC Leading Engineer and contractor’s engineering team measured the terrain at the school yard, in order to determine the exact position of the future facility.


Prior to the commencement of any construction works and the delivery of materials / equipment, a protective aluminum fence has been erected around the construction site, in accordance with the safety / security regulations and requirements, to ensure the full safety and security of students and teaching staff, throughout the project.


After ensuring that all safety and security measures are implemented, the first step involved clearing the terrain and digging a large-capacity septic tank; all, in accordance with the project documentation and specification.




The manual excavation of fifteen foundation feet was completed and the base for the installation of the first reinforced concrete slab of the building was prepared. The terrain below the entire building is strengthened with crushed stone of the first class.


Crushed stones are filled with the finest river sand and treated with the anti -termites’ protection. The steel reinforcement (for individual foundation footings, foundation beams and pillars) was prepared in accordance with the specification in the engineering project and placed in the projected position.


A PVC moisture protection layer and a reinforcing mesh were placed under the concrete slab. Immediately afterwards, the concreting of the first reinforced concrete slab, reinforced foundations and foundation beams was completed, as a single monolithic structure.


Objective 2

Based on precise instructions and a customized demolition plan developed by the IOCC Leading Engineer, carry out demolition / disinfection works of two existing toilets at Gulu School.



During the latest visit of the IOCC Leading Engineer, the existing condition of the facilities was inspected and an engineering plan for the demolition of the existing facilities is under construction; a demolition plan will also include disinfection and deratization of the locations where the existing facilities are located.


The beginning of this activity is possible only after the completion of all activities on the construction of the central sanitary block.


Objective 3

Ensure that IOCC Leading Engineer will, on a daily basis, follow the construction process and contribute to building the project management capacity of Uganda Orthodox Church - UOC designated technical staff.


During the visit of IOCC Leading Engineer - Feb 2021, the Construction Project Inception period was committed to defining relations within the all local stakeholders involved in this project, setting up the organizational structure with the blessings of His Grace Bishop †Sylvester, detailed analysis and evaluation of the activities proposed by the project in addition to analysis of the current situation within the operational environment.


Upon a series of discussions with all local stakeholders, it was verified that the Construction Project is anticipated to be implemented in three consecutive phases. The phase dynamics are determined by activity requirements, not by the time dimension within overall project life cycle.




  1. The preparatory phase comprised a situation analysis, data collecting and processing in addition to preparation for the construction execution phase. Also, the preparatory phase included the establishment of the operational structure of the project. In that respect, a precise list of official representatives on the project has been prepared; referring to persons appointed to physically track and monitor the construction project in all its phases, in accordance with the technical documentation and signed contract[1]. IOCC Leading Engineer conducted a two day training for designated representatives of the contractor and local school, to ensure construction project follow up and documentation. Special attention was place on taking photos of each stage of the project and submission to the IOCC Leading Engineer. a. The designated representatives of the Uganda Orthodox Church and the St Archangel Michael School are: - Mr. Petros Mugambe / Uganda orthodox Church - Rev Fr. Frumentios Ongaya / Orthodox Dean & Teacher at the St Archangel Michael School - Mr. Rachkara Charles / the Head teacher at the St Archangel Michael School b. The designated representatives of the contractor - BABCON Ltd are: - Mr. Elia Tumukuratire / Engineer responsible for control of the technical documentation - Mr. Eugene Ariyo / Engineer responsible for supervision of the construction works - Mr. Ismail Kassango / Supervisor of the construction work at the project site

  2. The execution phase is based on the results and effects of the preparatory phase of the construction project and focused on practical / technical activities implementation. The execution phase includes the following activities: - Complete engineering / construction works on the new central sanitary block; - Preparing the engineering plan for demolition of two old toilets; - Carry out the demolition of two existing toilets, including the disinfection and deratization of these locations.

  3. The final construction phase will be focused on preparing a detailed engineering plan and geodetic survey of the school complex. The geodetic survey and engineering plans shall be completed by the IOCC Leading Engineer and submitted by the school to the local authorities in order to obtain the full time operating license for the St Archangel Michael school in Gulu.

Objective 4

In coordination with the UOC, design specific working manual and, in coordination with Mothers Union from Gulu, carry out the school/local community training and education program, regarding the hygiene and sanitary facilities maintenance and integrating WHO/GoE approved COVID19 prevention messaging and practices.


Due to the COVID19 preventive measures within the targeted areas this specific component of the project is on – hold. As soon as the Government relaxes current COVID protocols the work will be initiated and completed as per the plan.


[1] This list does not include the official representatives of the organizations that have signed the contract for the construction of the central sanitary block in Gulu. They are automatically understood as responsible and in charge of all contracted activities.
